Section 148(c) (1) (D) requires States to annually submit a report that describes not less than 5 percent of locations exhibiting the most severe safety needs. Nevada's 5 percent report contains both an urban and rural 5 percent list because (1) Nevada has significant urban population centers in Las Vegas and Reno-Sparks-Carson City and (2) vast rural areas with very different safety needs. The development of this report employed 10/1/06-09/30/10 crash data collected from the revised, MMUCC compliant, crash report form. Spatial analyses were used for both the urban and rural analyses. The analysis done in this 5 percent report is based on crash data spatially located using our Event Geo Location (EGL) software. EGL software tools were developed to automate the cleanup and location of crash data through a series of database procedures. The software uses pattern recognition to clean up and standardize source reference names, automated recognition to match street names between crashes and source street data, spell checking to identify miss-spelled street data, and automated geolocation technology to spatially locate crash data. The result is an accurate geo location of approximately 68-70% of all crash records received. |
