West Yorkshire Combined Authority is seeking a sum of between £4m and £7m to progress the business case for introducing franchising. Papers presented to a January meeting of the authority state that the money will fund an investigation into the options for the franchising proposals. The costs have been based on publicly available data from a similar assessment undertaken in Greater Manchester, and "informed by [consultant] EY's experience on other similar programmes." The exercise will have to assess the benefits and impacts of franchising, and compare these to other options. It is also expected to include public consultation, although no timescales are given for these tasks. West Yorkshire is still pursuing an Enhanced Partnership from April 1st, as the Department for Transport requires this as a first stage before a franchising scheme can be established. It has bid for more than £129m of government funds to support its Bus Service Improvement Plan. |
