George Heaney, Public Transport Officer, at Strathclyde PTE in the 1990s evaluated all bus services in the Argyll & Bute area under Strathclyde PTE's Rural Initiative. Strathclyde PTE realising the scope for a new approach to planning public transport in rural areas engineered a situation where all the existing tendered local bus services and school contracts expired at the same time. This allowed Strathclyde PTE to look at the area with a "blank sheet of paper" approach. Strathclyde Regional Council authorised the setting up of a Rural Transport Team under George Heaney's control, from which service improvements were delivered. The initiative was so well received that it achieved a Good Bus Practice Award in 1995. The Rural Transport Team's initiative was designed to make better use of vehicles which had to cover school contract work. This meant that wherever possible the school bus doubling up as a local bus service allowing fare paying passengers to travel on it. These buses would also be used throughout the day to provide better bus services. |
