Interest in asset management has grown over the last two decades but agencies continue to be concerned about the cost to develop and implement asset management processes. While originally introduced as a tool for policy analysis, HERS-ST is free software that delivers several asset management functions. This report uses a generic methodology to document a strategy to assess the benefits to be gained using tools such as HERS-ST. The impact of decisions made using HERS-ST (referred to as 'with HERS-ST') are compared with decisions made using a naive worst first strategy (referred to as 'without HERS-ST') using common performance measures, net present value and benefit cost ratios. The methodology is applied to three different data sets. The data from New Mexico are used to explore strategies for communicating the results using charts, graphs and tables. Data from Kentucky and Delaware are used to develop more in-depth case studies. All three data sets demonstrate that significant benefits can be realized using HERS-ST. A Step-by-Step Guide for implementing the methodology and a training module are also developed. |
