In accordance with the Strategic Highway Safety Plan (SHSP), the top 5% of intersections have been identified by analyzing the frequency of intersection-related fatal or serious injury collisions per location. From 2004-2008 there were 370 intersections with 2 or more fatal or serious injury collisions. There were 19 intersections (5%) with 4 or more of these crashes. The top 5% of collision analysis locations and corridors have been identified using Highway Safety Manual (HSM) methods with SafetyAnalyst. SafetyAnalyst provides a set of software tools for highway safety management. These tools can be used to develop programming for site-specific highway safety improvements following the process and procedures in the HSM. SafetyAnalyst incorporates the HSM safety management approaches into computerized analytical tools for guiding the decision-making process. Because it has a strong basis in cost-effective analysis, SafetyAnalyst can play an important role in prioritizing improvements so that agencies get the greatest possible safety benefit from each dollar spent. The SafetyAnalyst Network Screening Tool identifies sites with the potential for safety improvements. Measures of effectiveness and statistical methodologies are used to provide a more reliable list of locations warranting further investigation. |
