In September 2010, the U.S. Chamber of Commerce released the first ever Transportation Performance Index (TPI). The index is based on a well-defined methodology, uses existing publicly available data, and incorporates the major infrastructure sectors. The TPI is then used to demonstrate the connection between infrastructure performance, rather than spending, and the economy. This report documents the calculation of the 2009 TPI and the analysis of the results. The report includes changes in the available data and an update to the 2008 TPI as data for one of the performance indicators had become available. The value of the TPI for 2008 changed from 51.24 to 52.82. The value fo the TPI rom 2008 to 2009 (a 7.2 percent improvement from 52.82 in 2008 to 56.60 in s009, compared with 4.1 percent improvement from 50.74 in 2007 to 52.82 in 2008) represents the largest improvment in a single year since 1990, the first year we computed the TPI. The improvement was due to reduced travel (and the resulting pressure it puts on the infrastructure) that accompanied the economic recession. A steady improvement in rail safety also contributed to an increase in the TPI. |
