Most travel forecasting models require the use of appropriate values of free flow speed and practical capacity as well as appropriate forms of volume delay functions and their calibrated parameters. One-year field data of hourly volumes and hourly speeds from permanent traffic count stations maintained by the Florida Department of Transportation were used to determine the prevailing free flow speeds and practical capacities of highway facilities categorized by area type and facility type. The area types were grouped as rural, urban, and residential while facilities were categorized as uninterrupted flow facilities or interrupted flow facilities. |
