During the last week of June, the IMO announced that the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC) will enter into force in 2025 following the accession of two big influencers: Liberia as a flag state with much of the world's tonnage, and Bangladesh as a flag state that is a key recycling hub. While this is a major step towards safer ship recycling, with the convention mandating a hazardous materials inventory for ships, it shows how the long delay between the adoption of a regulation -14 years, in the case of the 2009-adpoted HKC - and it entering into force, might render it less impactful as developments taking place in the meantime are not always reflected. |
