摘要：	This document outlines the evaluation process that will be used to develop a range, or ???universe???, of alternatives and advance them through successive steps of progressively refined criteria to identify a Locally Preferred Alternative (LPA) for the ADOT Passenger Rail Corridor Study (APRCS). Six evaluation categories have been identified within which progressively more detailed criteria will be applied over the course of the three-tier evaluation process. Proposed criteria identified in this document are specified based on preliminary needs, but they will be refined over the course of the work as appropriate, depending on data availability and project needs. This document includes details of the Level 1 Evaluation Process (the Initial Screening) and outlines the approach for the Levels 2 and 3 evaluations.
