This document outlines the Level Two Evaluation (Level 2 screening) of alternatives included as part of the Arizona Passenger Rail Corridor Study (APRCS). Seven Conceptual Alternatives, shown in Figure 1 through Figure 7, were developed based on the results of the initial screening process, public scoping feedback, and a project team bundling workshop, where alignment segments, station locations, and travel modes were “bundled” together to define the seven alternatives. Each alternative consists of a unique alignment, set of station locations, and selected operating characteristics. In this document, the screening process for these seven Conceptual Alternatives is outlined. The intent of the Level 2 screening was to determine an overall rating for each alternative based on its performance in six measurement categories. Those are documented in this report. The criteria used in the Level 2 screening included measurements designed to capture the effect of the alignment, station locations, and operating characteristics of each alternative, as well as differentiate between the commuter and intercity service aspects of each alternative. |
