This Federal Fiscal Year 2012-13 Highway Safety Performance Plan is the state of Tennessees action plan for distribution of federal highway safety funds into priority behavioral safety programs during federal fiscal year 2011- 2012. This FFY 2012-13 Highway Safety Performance Plan is based on Tennessee Strategic Highway Safety Plan approved by Governor Bredesen in the Calendar Year (CY) 2009. The Plan addresses the behavioral aspects of highway safety; that is, activities that affect the knowledge, attitudes, and behaviors of highway users and safety professionals. Several studies have identified the road user as a sole or major contributing factor in between 84 to 94% of all crashes. Motor vehicle crashes are a serious health, economic, and social issue. Thousands of people are killed or injured on Tennessees roadways each year. Collectively, almost 45,000 persons are killed or injured in traffic crashes in USA. Individually, the toll is devastating; collectively, the economic cost is more than 4.2 billion dollars per year. |
