| 摘要： | The Congress is once again debating the issue of user charges for the network of inland waterways developed and operated by the federal government. This report examines a number of the issues that are central to this debate: a comparison of the federal waterway aid to assistance for the other forms of transportation; a review of the effectiveness of the existing waterway aid in achieving stated program goals; and estimates of the possible disruption caused by imposing user fees on a system that, for so long, has been free of charge. |
