Road Construction Department, Bihar has started the Road Maintenance job of its vast road network chiefly comprising of MDRs and State Highways (around 13000 km) through a different mode i.e. preventive maintenance since 2013 named as OPRMC (Long Term Output and Performance based Road Assets Maintenance Contract). In traditional road construction and maintenance contracts, the contractor is responsible for the execution of works which are normally defined by the Employer and the Contractor is paid on the basis of unit prices for different work (i.e. input based contract). The contractor wants to carry out maximum amount of work which does not meet thus desired results and service level on many occasions-thus the contractor has the wrong incentive. But, in other mode i.e. OPRMC the issue of inadequate incentives to Contractors are addressed. The bids are invited and Contractors propose fixed lump sum prices for bringing the road to defined service level and maintaining it for long periods (5-7 years). The service levels are defined from a road users' perspective like safety features, riding comfort, average travel speed etc. Thus, the contractors are not paid directly for physical works but for achieving specified service level within given response time. |
