| 摘要： | This document reports on the results of a two-year UTC-funded research project on transportation and air quality planning. The principal investigator's previous research on the federal transportation regulation has empirically examined how the regulations have been implemented in fifteen regions of the United States that do not meet federal ambient air quality standards. This multi-year updated that research and produced several papers and conference presentations on the major issues facing metropolitan areas responsible for implementing the conformity requirement. At the conclusion of this project, new legislation for both transportation and air quality, as well as the implementation of two new air quality standards, pose the possibility of significant changes in the landscape of planning. The lessons gathered through this empirical research may be valuable to practitioners as well as analysts concerned with the nexus of transportation and air quality. This final report summarizes those lessons and provides references to the various written products associated with this research endeavor. |
