| 摘要： | A small local authority seeks advice on how to renew vehicles within two departments of technical and cultural matters. The report advices that a solid base of vehicles should be established within the local authority itself, and when further capacity is needed at peeks external services should be required. Primarly it is an economical question, whether to buy services externally or to keep certain types of equipment permanently at the local authority. The report gives examples on such calculations, where the amount of use will be the deciding factor. Vehicles should be available for use if a department can book their use in advance according to rules laid down. If, however, departments cannot cooperate about this type of organizing, a solution would be to establish an independents department for operational matters, from which other departments could buy services. |
