| 摘要： | The co-operation between the four transport agencies have been concentrated on the more general transport policy and less on the means the agencies themselves have at hand. The institutional differences between the agencies explain some of the differences in the agencies work with the plan. The Public Road Administration, The National Coastal Administration, and the Civil Aviation Administration are the agencies evaluated. |
