Cross-border problems of the road transports between Finland and Russia have continued for over 10 years. The long waiting times resulting from the cross-border and customs problems are on going and even growing. The level of service of logistics is in this respect very unsatisfactory. An economic loss is large. The problems are coming to a head in a situation where trucks and haulers must wait idle for a border crossing. A way to improve the level of service of logistics may be a new outline of the terminal, a border zone terminal. The new concept will decrease an unnecessary waiting of trucks and drivers in border crossing points. The border zone terminal will enable transport operators to leave a transport unit (trailer, container) in the terminal and to pick up a potential return unit and to re-enter back as if (not exactly) visiting Russia. Of course the same principle must be valid in reverse from the Russian side. It is expected that the realization of the terminal in the long term will enhance significantly the level of service of logistics by introducing a new kind of instrument for border crossings. There are a lot of regional, nationwide and international parties getting benefit from the new system: transport operators, Finnish and Russian Customs, terminal operators, etc. |
