The objective of the work was to assess the utilisation of public sector data of road and street networks in information service provision and the data pricing principles. The work contained the socio-economic profitability of the Digiroad road and street network information system, user views on Digiroad, and the position of Digiroad in the markets. The work was carried out with the help of a literature survey as well as www surveys and expert interviews directed to the users of Digiroad and road haulage and logistic companies. Today, the socio-economic benefits of Digiroad cover the maintenance and operation costs but not the costs of the initial investment. The benefits of Digiroad will most likely grow in the future as the number of contracts for its use is increasing, and the target of four annual updates has been met finally in 2007. The study indicates that Digiroad has expanded the markets for road and street network data even though it competes with commercial digital map products providing similar data. The study presented, on the basis of national and international experiences, recommendations for the most beneficial utilisation of public sector data in Finland. The study identified a number of further development needs such as improved timeliness of the data, improved geographical coverage of road feature information, unambiguous specification of the level of service offered, more cost-efficient data distribution, and correction of data errors preventing automated route planning. |
