The primary purpose of this document is to better equip local emergency management officials within Buchanan County to make informed decisions regarding evacuations during flood events. Buchanan County, Virginia, is typical of other Appalachian regions where streams frequently undergo extreme flow fluctuations resulting in overbank flooding. Due to the topography throughout the project area, the majority of the level, developed land is located in flood hazard areas. Consequently, the vast majority of communities and other cultural improvements are threatened by reoccurring floods. The April 1977 flood, which is the flood of record in Buchanan County, caused severe damage to the project area totaling approximately $100 million in damage to residential, public, and commercial structures. This plan was prepared to supplement the Buchanan County EOP dated June 2009 and help protect life and property from flooding by supplying information to facilitate safe emergency evacuations. |
