Vehicle telematics systems are composed of various onboard communications, positioning technologies, and computing technologies. Much of the data generated and/or gathered by these systems can be used to determine travel. These systems enable a range of new approaches to transportation policy; of immediate interest is their use in state road user charges (RUCs) that some states are evaluating as a replacement or counterpart to the motor fuels tax. The State of Oregon in 2015 implemented the nation’s first distance-based RUC system for passenger vehicles. This report briefly overviews the technologies supporting the vehicle telematics industry and discusses how vehicle telematics are currently being used to levy RUCs and how they may be used in the future, particularly in support of future transportation funding options. This report examines the challenges associated with road user charging implementation and shows how different telematics technologies might be used to address those challenges. |
