摘要：	The TOOLQIT project answers to task 1 of policies 3.2 of the SSP program of the Sixth Framework which objective is to develop and validate a framework for the assessment of level and quality of service across different transport market segments. TOOLQIT has the following objectives: (1) to further develop and validate common definitions for levels of service (LoS) for all passenger, freight and intermodal transport; to propose suitable indicators for the level of service and quality of transport, both for nodes and for links; (2) to determine an accounting framework and method to measure these and assess impacts of policy actions through inclusion in an European transport network model; and (3) to recommend procedures and roles in the exploitation, uptake and transfer of results.
