Facilitated by the advanced engineering knowledge and the increasing capacity of computer applications for storing inventory and performance data, and for modeling complex performance and condition prediction algorithms, asset management has become a vast and complex field with extensive applications. Stimulated by these advancements, the focus of the research in asset management in the last decade has been concentrated on the development of applications suitable for the management of complex and large asset pools. However, due to the advanced concepts used, the lack of knowledgeable personnel and the administrators of transportation infrastructure in rural communities have undertaken limited efforts to implement scientific and rigorous methods for managing the transportation assets. The classification of the inventory, condition surveys, prediction of future conditions, and allocation of funds for preservation, maintenance and repair of roads, bridges, retaining structure and traffic signs is almost always done empirically. This leads to a deficient allocation and use of funds. |
