摘要：	Cities are bustling with activity. Traffic jams, pollution, wasted time and energy - numerous cities are faced with problems such as harmful emissions and a lack of efficient ways of getting around. The CIVITAS Initiative helps cities to achieve a more sustainable, clean and energy-efficient urban transport system by implementing and evaluating an ambitious, integrated set of technology and policy-based measures. A partnership of La Rochelle, Preston and Ploiesti has developed a proposal entitled SUCCESS (Smaller Urban Communities in Civitas for Environmentally Sustainable Solutions) as a response to CIVITAS II. La Rochelle and Preston both have track records of innovation at European and national levels, and represent well the smaller cities of Europe. Both are located on the Atlantic periphery of the Community. They are both well placed to demonstrate the solutions which are transferable to the typical small to medium sized European city. Ploiesti will support the Consortium by contrasting the lessons learned with experience in a typical Eastern European city.
