The Freight Analysis Framework (FAF) estimates commodity flows and related freight transportation activity among states, sub-state regions, and major international gateways, and assigns those flows to the national transportation network. FAF was updated and enhanced (referred to as FAF 3) in 2010 to estimate the value and tons of shipments among the 123 U.S. regions used in the 2007 Commodity Flow Survey (CFS) and 8 international trade regions, by type of commodity and mode, referred to as the FAF3 Regional Database. These freight flows, in tons and value, are assigned to the existing transportation network, referred to as Network Database and Flow Assignment. The FAF3 Regional Database is benchmarked to 2001 with forecasts made available through the year 2040. The SOW includes two tasks: 1. A "Re-baselining of FAF3 forecasts to adjust for changes in economic conditions since the initial forecasts were developed in mid-2010; 2. Forecasting and analysis of exports, by commodity, place of origin in the U.S., and destination, to assist in identifying actions that might be taken to increase exports and to identify potential bottlenecks in the infrastructure used to move goods for exports. |
