This research addresses limitations in the ability of MnDOT and its partners to estimate the traffic impacts of reduced travel demand. Although the correlation between regional vehicle miles traveled (VMT) and congestion is intuitive and well understood, there is much uncertainty at the margins. We do not know, for example, how to quantify and locate the system performance impacts of travel demand management (TDM) strategies. The inability to quantify TDM benefits can lead to underinvestment in TDM strategies, especially when factoring limited resources and MnDOT’s ability to quantify and locate the benefits of asset management and system capacity investment. |
