This project will use a phased work plan to develop a freight model within one or more urban areas of the state of Texas using the most current state of the practice methods and data sources. The Performing Agency will produce a freight model through an interactive and iterative process by the Performing Agency, TxDOT, and Metropolitan Planning Organizations (MPO) partners using the concept of first creating a “minimum viable product” as used in commercial software development. Key initial steps to this process will be investigation of similar recent freight modeling efforts in the United States (U.S.), early identification of freight model requirements for both TxDOT and local/regional planning efforts, selection of the type/function of model that will address those requirements, and an assessment of data availability and of any fatal flaws that might be encountered. The research team will then work cooperatively with the selected MPO partner to build and implement a state-of-the-practice model that can be iteratively improved over time as additional data or methods emerge. Training for model users and an ongoing, web-based forum for users to share insights and questions are also part of the work plan. Reporting of results and transferability to diverse MPOs are other key features of the project. |
