摘要: This report measures the violation patterns of high-occupancy vehicle (HOV) lanes on selected California freeways, and addresses the impacts of different engineering designs and enforcement strategies on these HOV violation rates. Enforcement problems identified included babies carried inside vehicles, lack of median shoulder, violators "nested" among other vehicles, hazardous pursuits, and confusion about motorcycle use of the facilities. Short periods of intense enforcement were effective in reducing violation rates, as were physically separate lanes. In general, the shorter a contiguous HOV lane, the more likely that special enforcement measures of its HOV status will be necessary. Drivers perceive a need for more HOV enforcement and overestimate the risk of being caught using a lane illegally.
