This paper presents part of a PhD thesis on the role of enforcement and attitudes in improving traffic law compliance and road safety. It focuses on the role of attitudes in traffic safety and specifically the use of the theory of planned behaviour and its predecessor the theory of reasoned action. The application of these models in the traffic literature to date has mainly been limited to the prediction of intention to perform a specific behaviour and to the identification of factors which may contribute to drivers’ attitudes. The study reported in this paper examined the application of the theory of planned behaviour to drivers intentions and behaviour with respect to speeding, drink-driving and seat-belt wearing in both rural and urban situations. Motorists were randomly stopped by a police officer and asked by researchers if they would be willing to participate in a roadside survey. They answered questions about one of the three behaviours of interest at that time, and were given the opportunity to mail back a questionnaire about the other two behaviours. The results showed that the model was able to predict intention but not behaviour. These results are discussed in relation to previous research and methodological limitations. |
