The threat to Australia’s marine environment from introductions of unwanted organisms and pathogens is of increasing concern and cost. Australia is very dependent on shipping to carry its exports and imports and, as a result, “imports” very large amounts of ballast water. The better management of ballast water and other vectors such as hull fouling which can introduce marine pests is a major challenge for all Australian governments and shipping and port interests. This paper outlines the basis and parameters for a National System under which all vessel movements into and within Australian waters would come under one overarching and consistent management framework. The commitment of all stakeholders is necessary for the successful establishment of a single national management regime to prevent the introduction and translocation of marine pests in Australian waters. |
