摘要: Australia is a maritime nation and relies heavily on shipping as a means of trade. Ships require ballast as part of their normal operations to provide stability to lightly loaded vessels, however the potential damage to the environment from marine pests present in ballast water requires management. The regulation of ballast water in Australia is complicated by the fact that it can be borne from both international and domestic sources, both of which pose equal risk but are regulated by different authorities. It has been identified that the development of a national approach to ballast water management that integrates both internationally sourced and domestically sourced ballast water is essential to the creation of any ‘practical’ management system in Australia. For this purpose, the Hastings National Demonstration Project was conceived to trial the operational and management aspects of an integrated ballast water management system at the Port of Hastings and provide a model that would be implemented at all ports around Australia. Since implementation on 1 July 2001 of the ballast water management system developed as part of the Hastings Project, 134 vessels have arrived at the Port of Hastings. 46 of these vessels discharged ballast water, of which 14 were carrying internationally sourced water and 32 were carrying domestically sourced water. All vessels have complied with the system requirements and it has been observed that the shipping industry is showing considerable ingenuity and fore-thought in their management of ballast water to reduce the impact of management requirements on their operations. The Hastings Project has shown that integrated management of domestic and international ballast water is possible and can be practically achieved.
