The Mauritius Ports Authority (MPA) which manages and controls all development at the only port of Mauritius, embarked on the development of a Container Terminal in 1992, when the container throughput was 80,200 Teus. The project was commissioned after 7 years in 1999. After commissioning, the Port Authority experienced a series of shortcomings in the construction and design which led to settlement of pavement behind the quay apron and flooding of part of the terminal during cyclonic seasons. The MPA will now proceed with the repairs of these defects at additional cost. This development of the Container Terminal brought along major institutional reform in the Port Sector with the MPA as a landlord Port Authority and the Cargo Handling Corporation Ltd. as the Port Operator. The MPA is now the regulator and controller of all developments within the Port area. The labour force in the port sector was significantly streamed down both within the Port Authority and the Terminal Operator. In general the construction of the container terminal has been a very important tool to place Port Louis Harbour among the most efficient in the region and to position itself as a future hub for the African Market. |
