TWENTY YEARS AGO, Brous-sard Brothers Inc. of Abbeville, La., applied for a permit to expand a slip off the Gulf Intracoastal Waterway and install a bulkhead for barges; and the U.S. Fish and Wildlife Service reopened for one week a public comment period for a critical habitat designation for the piping plover. |
