摘要：	This report provides a concise discussion of how Arlington County integrated a SCOOT Urban Traffic Control (UTC) system with a NEMA TS-2 distributed control system. These control systems are comprised of two different technologies developed on opposite sides of the Atlantic Ocean. Despite the differences, the two systems were successfully mated into one system to achieve a single outcome - reduce emissions and congestion. The significance is that what is presented represents new thinking in how to achieve greater benefits from ITS projects in the future. It is combining resources from around the world to achieve the best possible outcome. This is important because ITS projects of the past and especially traffic control systems of the past have tended to use only technology available from the Country in which the project is located. Very rarely has technology from abroad been considered and even more rarely have technologies from different countries been combined into a single traffic control system. The Arlington system does just that.
