The Toll Plaza Model or TPModel is a queuing model and methodology to estimate the total rush hour traffic delay at a toll facility. It may be used as a tool to assist operators with decisions concerning the toll plaza configuration. In particular, it assists operators with the implementation of Electronic Toll Collection (ETC) when traditional collection services are already in place. TPModel demonstrates that traffic delay at a toll facility is dependent upon the ETC usage rates. Furthermore, before it can become beneficial to introduce additional dedicated ETC lanes to a configuration, TPModel recommends that a minimum ETC usage rate be attained. The output of TPModel is an estimate of the rush-hour-delay given the characteristics of the rush hour traffic as well as the lane configuration of the plaza. In addition to single service lanes, TPModel allows for lanes providing mixed services in which ETC is installed in conjunction with traditional services. Unlike other queuing models, TPModel can process queues consisting of a mixture of customers requiring different service times. In order to demonstrate the methodology, TPModel is calibrated and validated using arrival and departure data collected on videotapes at the Holland East Plaza (HEP) in Orlando, Florida. Furthermore, TPModel calculates minimum ETC usage rates that must be attained before implementation of particular plaza configurations now under consideration.
