The first two years of the ITS Joint Program Office Standards Program have been years of notable achievements. Two dozen standards have been completed on an accelerated schedule with wider stakeholder participation than previously available. Government, academia, and industry have learned to collaborate together on accelerating ITS standards. PUB Published by: lic sector researchers and deployers have found that the consensus standards world welcomes their input. Developing a consensus in many key areas has been surprisingly easy - it turns out a large number of representatives from all three sectors are willing to support standards in order to grow the ITS industry. All three groups have been willing to work together and in some cases make compromises to develop standards needed to grow the industry. There were fears that implementing the National Architecture wouldn't "work", but instead the architecture has proved extremely useful in helping standards groups coordinate and identify precisely which interfaces a particular effort is (and isn't) covering. This paper discusses policy-level achievements, such as getting increased PUB Published by: lic sector participation in standards. It also discusses specific achievements, namely the specific standards that have been completed in the first two years of the program. It will also discuss some lessons learned, mostly involving coordination between different standards turning out to be more complicated and more costly than originally planned. The paper concludes with some goals for the next three years of the program. |
