The paper presents the results of an empirical study of television traffic reporting in the San Francisco Bay Area. Four major television stations disseminate traffic-transit information in the Bay Area. The purpose of the study was to examine the content and frequency of television traffic information. This study is part of the TravInfo evaluation, the federally funded Field Operational Test (FOT) of the Bay Area Advanced Traveler Information Systems (ATIS), and serves as a baseline for television traffic reports before the implementation of TravInfo. Two weeks of video tapes from four San Francisco Bay Area television stations that have traffic reports in the morning commute hours were studied. The study found that stations had different emphasis on their traveler information service such as recurrent congestion at prespecified locations versus non-recurrent congestion throughout the Bay Area. Public transit information was not frequently included in the traffic reports. The frequency of the reports averaged around every 30 minutes. This infrequent reporting resulted in an average lag time of 20 minutes for an incident to be recorded by the Highway Patrol to the time it was reported by the television station. Content of the reports in respect to traffic conditions was often inconsistent among the stations. However, user satisfaction with television traffic reports was high; a significant proportion of Bay Area drivers perceived the quality of information as good or above average. About one quarter of Bay Area drivers listen to television traffic reports before leaving home. This indicates that television traffic reporting can be improved, possibly by Intelligent Transportation Systems(ITS) in general or TravInfo in particular, to benefit a large percentage of travelers that utilize the television as their source of transportation information. The paper is structured in the following way. An introduction of the paper is given, followed by a discussion on previous studies on this subject matter and the methodology of the study is described. Then the results of the study is presented which contain the results from a survey of travelers and findings from the traffic reports. Finally, the conclusion for the study is presented. |
