摘要: Road maintenance in Australia has traditionally been undertaken directly by the labor forces of the responsible authority. In 1990 the Roads and Traffic Authority (RTA) of New South Wales decided to undertake a pilot study to determine the efficacy and efficiency of contract road maintenance. The innovative features of the pilot project in the Australian context are described. For the evaluation that took place during the 12-month pilot study, the western sector of the Sydney region's main road and state highway network was divided into three parts: (a) a network maintained by a contractor under the management of private sector project managers--the contract network; (b) a network maintained by the RTA work force under the management of private sector project managers--the works center network; and (c) the balance of the network maintained by the RTA work force under the management of RTA personnel--the base network. The pilot project proved the feasibility of contracting the full range of road maintenance activities, demonstrated that the performance of the contractor was at least equal to that of the RTA work force, resulted in a significant improvement (22%) in the efficiency of the RTA work force through the application of contractual work methods and the exposure to competition, and demonstrated improvements in maintenance effectiveness through the separation of accountability for road maintenance management and resource management.
