Using a stakeholder management approach, this thesis helps the U.S. Navy understand who the external stakeholders are with respect to the Thirty- Year Shipbuilding Plan, the priority of differing stakeholder claims, and the nature of the U.S shipbuilding industry, one key stakeholder group. By citing the over-arching goals of the Navy's shipbuilding plan, reviewing Congressional testimony and reports on this plan, and financial analysis of individual shipbuilding firms, this thesis discerns key facets that explain shipbuilder behavior.
