Cities and transit authorities today face population increases and rapidly mounting traffic congestion that require excellent planning and increased focus on public transit. The nations transit agencies can no longer wait for federal funds to finance the multi-billion dollar expansions and improvement projects necessary to relieve our congested highways. Agencies are seeking new and innovative ways to address the immediate needs of inadequate public funding. One innovative way for public agencies to increase their transportation services to the riding public has been to partner with the private sector. Partnership with the private sector has allowed public agencies to share revenues, risks, and expertise, and to speed up implementation timelines.
