摘要：	The 2007 nonroad pre-compliance reports showed that: 122 refineries are planning to produce 15 ppm diesel fuel by June 1, 2014. 18 refineries are either undecided as to their plans, or are choosing to produce only heating oil. Refiners have projected an increase in diesel fuel production from 2010 through 2014. Refiners are taking advantage of the flexibilities offered by the regulations (18 refineries said they generated early high sulfur credits in 2006 and 2007, 10 refineries plan to generate early 500 ppm credits in 2009 and 2010, small refiners are utilizing all of the options available to them). Total highway and NRLM diesel fuel (total diesel fuel) production and importation in each Petroleum Administration for Defense District (PADD) is projected to grow from 2010 through 2014.
