摘要: Transports of goods cause negative environmental impact in terms of e.g. greenhouse gas emissions. A modal shift from road to sea or rail is a solution advocated by both governmental authorities and researchers. However, a modal shift is hampered by the higher cost of sea transport in comparison to road transport. Furthermore, there is also a lack in knowledge with regards to what types of goods, in what regions, from which ports and which actors that could utilize coastal shipping to a larger extent. Also, there is as a significant lack in knowledge with regards to what characterizes the viable coastal-shipping that currently takes place. The approach in this project is to investigate Swedish coastal shipping and identify distinct parameters such as distance between ports, frequency of transports, and types of goods that are typical for the current coastal shipping. This provides a foundation for assessing "where" there is a hidden current potential, e.g. what types of goods and from where it could be possible with more coastal shipping. This also provides a foundation for future studies to analyze cases in which there is coastal shipping. The method in this paper is to use AIS (automatic identification system) data to map Swedish coastal shipping. All ships above 300 GT are obliged to use AIS transponders. These transmit messages with short intervals regarding static data (e.g. ship type) and dynamic data (speed, direction etc.). Even though AIS was not intentionally designed to be used in research, it offers unique possibilities to study maritime operations e.g. in terms of emissions, navigation and collisions between ships. This has successfully been utilized to develop methods to estimate probability of grounding and how to avoid collisions. There are also a few examples in an international context in which AIS-data has been utilized to systematically map traffic within a given area. This is an approach that can be used to map Swedish coastal shipping as well. By looking at historical data of AIS, it should be possible to find patterns, e.g. with regards to which parameters that coastal shipping can be described, such as between (1) which ports, (2) in which regions, (3) for which types of goods (e.g. bulk or containers), (4) types of ships and (5) frequency of transports for the current coastal shipping. This creates a foundation for assessing what is viable coastal shipping and why, as well as where there are e.g. geographical gaps in coastal shipping. This study contains three parts. The first is to, through literature and experience from earlier and ongoing projects on coastal shipping identify parameters through which coastal shipping can be described. The second part of the study is to make the actual quantifications of these parameters by means of AIS-data. The third part is to compliment the AIS-data analyses with additional data on e.g. characteristics of goods or ports. These three parts will be done iteratively. The study should be seen as a pre-study, and for funding reasons limited to a part of Sweden. It will furthermore not in detail explain the potential impact of all identified parameters, which is not feasible to do in a project of this size.
