摘要：	The project will contribute to increased knowledge for the Swedish Transport Administration regarding social responsibility, both in general and linked to new public procurement rules. The process will be iterative and enable continuous learning for the Swedish Transport Administration. Social contractual requirements and the monitoring model can be adapted and developed during the research project. Regarding the employment requirements, the evaluation shall be the basis for any adjustment of the model as well as feedback to the Swedish Government on whether the method is effective or not. This research is mainly based on qualitative case studies through document studies and interviews with project managers/-members, purchasers and suppliers. Existing statistics in the field are reviewed and if necessary a quantitative approach to cover information gaps will be performed. This new knowledge can also be the basis of the qualitative studies. The study begins with a feasibility study (0.5 years) conducted by a senior researcher, together with the Swedish Transport Administration, to identify reference points ( "zero mode" ), propose the approach and make a first evaluation. The same senior researcher should supervise a PhD student in the final part of the project (3 years).
