Develop a guide to document the procedure to determine the optimally cost-effective jointed plain concrete pavement (JPCP) maintenance and rehabilitation plan that minimizes the cost and the potential risk for Georgia Department of Transportation (GDOT) (e.g., crack propagation); it will incorporate the actual deterioration behavior at both slab and segment/project levels.
