摘要：	The purpose of this project is to assist in better identifying risks and sources of disruption to the New York and New Jersey Port Authority (The Port Authority). The scope is to empirically investigate what the Port Authority's primary customers and suppliers perceive to be the vulnerabilities to the value chain of services and goods offered by the port authority. The project will collect, analyze, and report on first hand data collected a select group of primary customers and suppliers. The services of the research team shall generally consist of providing expertise and planning services to: (1) develop an emergency preparedness, response, and recovery strategy to be informed by international best practices \& standards for risk management; and (2) develop emergency operations subject matter information enabling a common operating picture of the goods movement system with respect to targeted Port Authority customers and suppliers to include risk map(s) depicting infrastructure dependencies and potential sources of systemic risk in the Port Authority's external relationships with customers, suppliers, and associated entities which may have an impact, affect, or interaction in the regional goods movement network.
