摘要: We evaluated whether contract oversight of the U.S. Army's Heavy-Lift VI program, which involves the use of commercial transportation services in support of Operation Iraqi Freedom, was effective. We identified internal control weaknesses regarding contract oversight of the Heavy-Lift VI program. The U.S. Army Contracting Command (ACC), Southwest Asia-Kuwait did not develop appropriate surveillance methods to assess contractors' compliance to performance objectives, approve contractors' quality control plans at the time of award, or perform legal reviews timely, and key contracting documents were not always available. Since procuring contracting office responsibilities were later transferred to ACC Rock Island Contracting Center and administrative contracting office responsibilities were delegated to the Defense Contract Management Agency-Kuwait, contract oversight has improved. However, clear guidance was not in place to assist in the oversight process and a memorandum of agreement between the procuring contracting office and the administrative contracting office was needed to detail contract administration responsibilities. Although ACC Rock Island Contracting Center and Defense Contract Management Agency- Kuwait have taken corrective actions to strengthen the administration and oversight of the Heavy-Lift VI program, DoD did not have reasonable assurance that contractors were complying with requirements, achieved standards, and that the $522 million spent for contractors' services represented the best value to the Government.
