Special Report 260 articulates the overall research program goal for the Capacity focus area of F-SHRP as follows: 'To develop approaches and tools for systematically integrating environmental, economic, and community requirements into the analysis, planning, and design of new highway capacity.' The report also identifies three major objectives for the proposed research program: To develop an integrated, systems-oriented approach to meeting this multifaceted challenge; To use the many potential tools and technologies for applying this approach in a systematic way throughout the highway development process; and To address the institutional issues surrounding highway development. This goal and these objectives recognize the need to address proactively potential project implementation barriers early on in the highway development process. This need is centered on integrated planning approaches that 'internalize' the environmental, land use, economic development, community, and other effects of highway development. In essence, a new approach to transportation decision making is required; one that is based on integrated processes to account for these effects as capacity enhancement projects (or programs) are being designed, planned, and implemented. By proactively accounting for these effects early on, and by effectively communicating them to the public and other stakeholders, project delivery can be improved in terms of both the quality of highway projects and the timeliness of their delivery. The strategic research plan proposed for the Capacity focus area of the Future Strategic Highway Research Program (F-SHRP) is designed to achieve the goal and objectives defined above. By applying technological and institutional innovation to transportation decision making, the implementation of the proposed research program will ensure that highway capacity is delivered within the context of integrated economic, environmental, and community systems so that transportation's value to users, the economy, and society can be fully realized. |
