The RSTA is home to some of the most technically gifted people in the sector and a well-stocked library of guidance, all documents open access on its website. The fact that the maintenance backlog on our local roads in England and Wales has reached a record £14.2bn is a sign that we could all do with listening to this great association a little more on the subject of preventative maintenance. Taking just one example: in 2010 England and Wales surface dressed 100 million square metres; last year we surface dressed 43 million square metres. As one expert told Highways: 'You don't have to be a qualified highway engineer to see a link between half the preventative maintenance going on and an increase in potholes.' The message is not lost on the Department for Transport (DfT), whose head of local highways maintenance, innovation, and resilience, Matt Eglinton, gave the keynote speech at the RSTA annual conference. |
