I'm not Long back from the very well-attended Transport Technology Forum annual conference, held this year in Liverpool, where the legacy of the Beatles cheerily beams at you from numerous pictures and posters from the 1960s. In the highways world, one figure from that watershed decade who still casts a long shadow is Reuben Smeed, whose work chairing a panel of experts led to the seminal 1964 report Road Pricing: The Economic and Technical Possibilities. After a period of around a decade in the wilderness the term 'road pricing' has been making its way back into the debate. I could easily fill this page with a discussion about what the term road pricing' means, but let's simply take it that in this context we are talking about a payment that relates to the consumption of road capacity, in some way, which may or may not be set or varied to relate to a range of issues. |
