摘要: When Nick Harris first took over Highways England [as was] last year, Highways noted he was tasked with steadying a ship in troubled waters. Smart motorway scandals, scheme delays and carbon concerns threatened to blow the government-owned company off course. Operation 'rebrand', as you might call it, has not been without success. The National Highways name-change provided a 'new look' and the Department for Transport made the canny move of announcing a temporary moratorium on new smart motorway schemes - not including those already in process - to help take the sting out of that controversial debate. There is nothing like a delay to help the public and the media discover other priorities, although the isues around smart motorways are far from over, as a slew of news stories around power outages, short staffing, and moving goalposts on targets has shown. On top of this, Mr Harris' own calm leadership has helped. However, despite his best efforts an even greater issue has arisen - affordability. Are highways schemes still a good investment? Speaking to Highways, Mr Harris would not guarantee that every scheme in the third road investment strategy (RIS 3 2025-2030) would be good value for money (see pages 20-22 for the National Audit Office's analysis of just how far we are from that - spoiler alert, it is a long way) but then again he doesn't feel he has to. He tells Highways: 'It is complex. One of the things we have to be careful about is that the economics of what drives things in the South East is different to the North. We have to think about how the economic evaluation process gives the right answer for wherever they may be in the country.
