For every function and activity that a highways service engages in, there is a carbon profile. This can be because there are people working in offices that are heated and using electricity, or because there is a service performed on the network, such as vehicles using combusted fuels. With the climate crisis at the top of the global agenda, the need for us to accurately measure, then reduce, our carbon emissions has never been more critical. Through the FHRG, we carried out a deep sector review of carbon accounting processes and tools, and discovered that there are no highways-specific standards. While there are three sector-recognised, calibrated carbon factor data sources, there are also a wide range of less accurate and incomplete sources. For example, a claim that a particular material from the Far East will result in a 40% carbon saving may only be true if production and transportation hasn't been accounted for. When these are fully considered, the material may have a significantly higher carbon profile than the material it seeks to replace. This is an example of greenwashing. During our Live Labs strategic options research project, the FHRG identified that up to 50% of carbon saving claims were inaccurate or misleading. |
